It was a great honour to take over as National President of the Australian Institute of International Affairs in October 2017 from the Hon Kim Beazley AC FAIIA. My personal connections with the AIIA go back to my high school days and my conviction that the work we do in promoting the understanding of international issues and engaging the Australian community in the debate about our place in the world has never been stronger. 2017–18 was again a year of considerable achievement for the AIIA. The statistics tell the story: the 210 events our branches held nationally for our 1500 members, the 292,000 unique visitors to our Australian Outlook blog and website, the 96,000 full-text downloads from our world-ranking journal, the Australian Journal of International Affairs. The theme of our very successful National Conference, Foreign Policy in an Uncertain World, encapsulated the deep and rapid changes going on around us. We were delighted that the foreign minister, the Hon Julie Bishop MP, and the shadow foreign minister, Senator the Hon Penny Wong, both gave keynote speeches to our audience of 380 people. An important role of the AIIA is to facilitate contact with similar organisation overseas, and we hosted a steady stream of international visitors and delegations. We also supported important second track dialogues such as the EU-Australia Leadership Forum and the Australia-Indonesia Dialogue.

Engagement with young people is a critical part of our mission and we were delighted by the steady increase in youth engagement through our formal meetings, our blog, our internship program and the Euan Crone Asian Awareness Scholarships Community-based organisations like ours depend for all they do on the engagement of volunteers and the generosity of donors. I thank all of those who have provided support for our work. I note especially the help we have received over so many years from DFAT. My own personal thanks go particularly to my fellow members of the National Executive, especially the Vice President, Zara Kimpton, OAM, our National Executive Director, Melissa Conley Tyler, and the Chair of our Research Committee, Professor Mark Beeson.

The Australian Institute of International Affairs is an independent national organisation dedicated to promoting greater understanding of international issues. Founded in 1924, the AIIA is made up of seven state and territory offices engaging the public in informed discussion of international events and foreign policy. Its membership brings together senior and emerging leaders from diplomacy, policymaking, aid and development organisations, business, law, the media and academia. As part of its mission, the AIIA is a strong supporter of new research, fosters interest in global affairs through events and publications, and promotes international understanding of Australian foreign policy through roundtables and international dialogue. In recognition of its achievements, in 2017 the AIIA was voted the leading think tank in Southeast Asia and the Pacific by the University of Pennsylvania's Global Go To Think Tank Index for the third year running.

During 2017-18, the AIIA hosted more than 210 events around Australia. The seven AIIA state and territory offices arranged lectures, roundtables and other special events in keeping with the organisation's mission to promote interest in and understanding of international issues. Throughout the year, thousands of AIIA members and members of the public took part in AIIA events. From the largest-yet National Conference to the EU-Australia Leadership Forum, annual dinners and addresses by leading diplomats, academics and analysts, 2017-18 was an outstanding year for AIIA events.

Australia-Indonesia Dialogue On 8-10 April 2018, the 4th Indonesia-Australia Dialogue was held in Sydney. The focus was on the role of civil society in strengthening the Indonesia–Australia bilateral relationship. The Dialogue was established in 2010 as a second-track bilateral meeting aiming to enhance people-to-people links. Participants include government officials, academics, experts and leaders from the business, media and technology sectors. This year’s Dialogue was co-convened by The Hon John Anderson AO, former Deputy Prime Minister and His Excellency Hamzah Thayeb, Indonesian Ambassador to Australia 2005-9. The Dialogue was organised by the AIIA with support from the Department of Foreign Affairs and Trade, the Indonesian Ministry of Foreign Affairs and PwC Australia.

EU-Australia Leadership Forum
In June 2016, a consortium including the AIIA won the tender to deliver the EU-Australia Leadership Forum, a three-year project funded by the European Commission. The Forum is aimed at deepening and diversifying the EU-Australia relationship. On 27 April 2018 the EU-Australia Leadership Forum held a very successful Sectoral Policy Workshop on the topic of the rules-based international order. Held in Brussels, it brought together 28 European and Australian participants, including high-level experts, to discuss perspectives on, and threats to, the rules-based international order. The workshop was co-chaired by Quentin Peel of Chatham House and Dr Carl Ungerer, former adviser to Minister for Foreign Affairs Senator the Hon Bob Carr. Key recommendations from the workshop were presented to the official EU-Australia Strategic/Security Dialogue in May 2018 and Ambassador to the European Union Justin Brown hosted a reception for participants at his residence.

AIIA-Korea Foundation Next Generation Study Tour From 19-23 March 2018, 11 mid- to early-career Australians participated in a Next Generation Policy Experts Study Tour jointly organised by the Korea Foundation and the AIIA and ably led by AIIA for WA President John Goodlad. Highlights included: Networking with leading policy makers, academics, fellow analysts and international journalists Active engagement with senior policy experts at the Ministry of Foreign Affairs, Ministry of Unification and Ministry of National Defense Meeting with the Australian Ambassador to Korea James Choi at the Australian Embassy in Seoul Visits to cultural sites such as Namsan Hanok village Tour of the Demilitarised Zone
AIIA VIC Iran Study Tour A 18-person delegation from AIIA VIC traveled to Iran from 4–21 April 2018 to gain a deeper understanding of the country and its role in the international sphere. The delegation met with the Institute for Political and International Studies, University of Tehran, Sharif University, ICRC, Ravand Institute, Operation Mercy and the Australian Embassy.
AIIA Briefing for Senator Wong The AIIA held a briefing for Senator the Hon Penny Wong in Melbourne on 25 July 2017. The discussion covered Iran, the Iran nuclear deal, tensions between Iran and Saudi Arabia, and other pertinent issues in the Persian Gulf. It brought together experts from the University of Melbourne, Deakin University and AIIA VIC. The AIIA was pleased to fulfil its role by acting as a knowledge-broker providing a forum for informed debate on international issues.
Arctic Roundtable On 17 January the AIIA hosted a Roundtable on Sustainable Development Goals in the Arctic with the Founder and Director of the Polar Research Policy Institute Dr Dwayne Ryan Menezes. The AIIA was delighted to welcome the Ambassador of Finland, His Excellency Mr Lars Backström, and the Ambassador of Denmark, His Excellency Mr Tom Nørring, along with other diplomats, NGO representatives and researchers from the ANU and CSIRO.
Taiwan Delegation Visit From 23-27 April 2018, an AIIA Delegation visited the Republic of China (Taiwan) to discuss topics such as Taiwan-Australia relations, Taiwan’s new Southbound Policy and Australia’s security strategy and foreign policy. The visit included meetings with Minister of Foreign Affairs Dr Jaushieh Joseph Wu, the Taiwan ASEAN Studies Centre, National Taiwan University and the Prospect Foundation

Visiting Delegations AIIA National Office was pleased to receive two delegation visits from the China Institute of International Studies: in July 2017 led by Ambassador Su Ge and in June 2018 led by CIIS President Ambassador Qi Zhenhong. In December 2017 AIIA National Office hosted a roundtable with Afghanistan’s Deputy Foreign Minister, His Excellency Hekmat Khalil Karzai.
This has been another very productive year for research activity by the AIIA and some of its key personnel. The AIIA’s flagship journal, the Australian Journal of International Affairs, continues to go from strength to strength. The AJIA has appointed two new co-editors, Associate Professor Sarah Davies and Professor Ian Hall, to build on the great work of previous editor Professor Nick Bisley. The journal continues its rise up the international rankings and has a strong pipeline of new submissions that bode well for its future development. It remains the principal publication outlet for scholars working on Australian foreign policy but also attracts a growing number of international relations experts from other areas and research fields. The AIIA’s other major publication outlet is Australian Outlook, which was recently judged by Feedspot to be one of the top 15 international relations blogs on the web. Australian Outlook continues to publish up-to-the-minute analysis of contemporary events by leading analysts of international affairs from Australia and internationally. Work continued on Ministers for Foreign Affairs 1972-1983, the latest volume in the well-regarded Australian Ministers for Foreign Affairs series, which will be launched before the end of 2018. The AIIA is currently in the process of inaugurating a complementary series, Key Moments in Diplomatic History, in partnership with the Department of Foreign Affairs and Trade which will – as the title suggests – consider some of the key turning points and incidents that have helped to shape the direction of Australian foreign policy over the last few decades. Manuscripts by former foreign affairs officials are currently being developed in what promises to be an important contribution to the story of Australia’s diplomatic history.

Australian Journal of International Affairs: Editor’s Report I am very pleased to report that the Australian Journal of International Affairs has had another very positive year. The journal has continued to increase its readership, the quality of submissions is high and the broader scholarly impact continues to grow. In 2017 the Journal’s Impact Factor – the industry standard measure that indicates the quality and broader impact of the work published in the journal – was 0.954. This is the highest ever achieved in the journal’s history and ranks it 54th in the world in international relations journals. The download rate of articles also increased by 10% with 96,788 unique article downloads. Given the highly competitive nature of academic publishing the AIIA should be very pleased with this performance. The winner of the 2017 Boyer Prize for the best original article published in the AJIA was Dr Rebecca Strating of La Trobe University for her article "Timor-Leste’s foreign policy approach to the Timor Sea disputes: pipeline or pipe dream?". In 2017-18 the AJIA published two special issues: on National Security: Between Theory and Practice, in conjunction with the National Security College, and on Australia’s Relationship with the European Union: From Conflict to Cooperation. I am extremely grateful for the strong support the journal receives from our excellent editorial board and would like to take this opportunity to thank them for their dedication and hard work.

Australian Outlook
The AIIA has cemented its website internationalaffairs.org.au as a leading source of information and analysis on international issues. The Australian Outlook blog is the AIIA’s online showcase for high-quality analysis and comment on international issues. It provides an Australian perspective on world events to generate understanding among Australians of global politics. Highlights of 2017-18 included: A total of 228,000 unique visitors and 328,00 sessions; 10 articles posted per week every week of the year; A new monthly record of 33,000 unique visitors; A 424% increase in page views since the previous year; More than 20,000 Twitter and Facebook followers; Increased use of YouTube, podcasts and social media; Selection by Feedspot as one of the Top 15 International Relations blogs on the web. Articles were widely distributed via Facebook and Twitter, as well as via a weekly email digest to subscribers. The growing popularity of the blog was due to the strength of the contributions. It was a credit to the standing of the AIIA and the blog, as well as the work of the Australian Outlook editors, that so many high-profile authors were happy to share their insights and opinions. The AIIA continued to republish commentary and analysis from international partner institutions as part of Global Wire.

Youth engagement is a key part of the AIIA’s mission. Youth outreach activities include schools programs, careers fairs, internships and bursaries. AIIA youth networks help inform and facilitate debate amongst a new generation of leaders. The AIIA also hosts interns from various backgrounds and disciplines and from across Australia and around the globe.

The Nygh Internship award supports a postgraduate student or graduate of an Australian law school to undertake an internship with The Hague Conference on Private International Law in the Netherlands in conjunction with the Australian Branch of the International Law Association.

Young Diplomats Program In 2017 the AIIA continued its long-term partnership with James Cook University to run a diplomacy competition for Year 10 students from the Townsville region in North Queensland. Winners were given the opportunity to attend the AIIA National Conference.

WA Bursary for Studies in Asia Program The AIIA for WA offers two bursaries annually to support students from Western Australian universities to undertake educational activity in countries within Asia. After working through a record number of applications, the judging panel and the bursary committee announced that the following two recipients of the 2017 Bursary to study in Asia would receive $2,000 to put towards their educational endeavours:

Euan Crone Asian Awareness Scholarship The Euan Crone Asian Awareness Scholarship was initiated in 2013 with the goal of deepening young Australians’ awareness of countries in Asia and issues associated with the Asian region. In 2017, grants were awarded to the following AIIA members: Eliza O'Donnell (VIC) of the University of Melbourne for work on tropical art conservation in visual arts archives in Indonesia Alexandra Banks (ACT) of The Australian National University for an internship at the Japan Institute of International Affairs, Japan

AIIA Queensland Asia-Pacific Scholarship 2017 The AIIA Queensland encourages and supports Australian students at Queensland universities to undertake study in the Asia-Pacific region. through scholarship established in line with the organisation’s mission of promoting understanding and interest in international affairs. The AIIA Queensland Asia-Pacific Scholarship 2017 was awarded to Isabelle Bettridge.
AIIA Queensland Recognition AIIA Queensland continued its two annual presentations to foster and reward excellence in international affairs. The AIIA Queensland Award is intended to recognise a Queensland resident who has made significant achievements in international affairs, while the AIIA Queensland Asia-Pacific Scholarship encourages Queensland university students to engage with the region through study abroad programs, internship placements or field work to enhance understanding of the Asia Pacific and improve Australia's standing in the region.
AIIA Queensland Award 2017 The AIIA Queensland Award was established in 2016 to recognise notable achievement in international affairs in an activity relating to the AIIA’s objective of promoting interest in and understanding of international issues. The Queensland Award 2017 was awarded to leading advocate for increased Australia-Melanesia business links, Frank Yourn.

Professor David Goldsworthy Professor David Goldsworthy was chair of the AIIA Research Committee, and served as editor of Australian Outlook, as the Australian Journal of International Affairs was then known, from 1977-1982. He was an honorary professorial fellow in the School of Political and Social Inquiry at Monash University. David was also a noteworthy author, editing a two-volume series Facing North: A Century of Australian Engagement with Asia.
Rt Hon Ninian Stephen KG AK GCMG GCVO KBE The Rt Hon. Sir Ninian Stephen KG AK GCMG GCVO KBE was a Patron of the AIIA in Victoria for many years, and his support and encouragement will be greatly missed. A former Governor-General of Australia from 1982 to 1989, Sir Ninian was known for a life-long commitment to justice and the rule of law. He was an influential figure in international law, and his contribution stretched far beyond Australia, for example chairing the second phase of the Northern Ireland peace talks in 1992, and serving as a judge for the International Criminal Tribunal investigating war crimes in the former Yugoslavia. In his later years, he advised on South Africa’s Constitution. He will be remembered in the name of the AIIA’s national headquarters in Canberra, Stephen House.
Richard Searby AO QC Richard Searby AO QC was a National President of the AIIA from 1993-8. He was a prominent Australian lawyer and chair of News Corporation with a history of service to the AIIA. He was a director of Rio Tinto, Shell Australia, Woodside Petroleum and the winemaker BRL Hardy. In later years he was chancellor of Deakin University and chairman of Geelong Grammar school. He was made an Officer of the Order of Australia in 2006 for his educational work.
