Solution Summary Objective The purpose of this section is to offer a broad overview of Child Check-Mate System®, its benefits and impact on safety in the pupil transportation industry. Problem/Opportunity Statement At the end of a school bus route, drivers are often required to check their vehicles thoroughly for sleeping children. If the post-trip inspection is not completed, it is possible to leave a passenger behind, unaccompanied, potentially exposing them to extreme climates. According to the National Highway Traffic Safety Administration (NHSTA), even with a window rolled down several centimeters, if the outside temperature is just 78.8 degrees Fahrenheit (26 degrees Celsius), the temperature inside a vehicle can reach deadly levels in as little as 10 minutes, (NHSTA Look Before You Lock Campaign, 2013). Hyperthermia, or higher than normal body temperatures, can cause seizures, organ damage, brain damage, stroke or even death (NHSTA, 2013). Heatstroke in vehicles is the leading cause of all non-crash-related fatalities involving children 14 and younger. A Brief History of Electronic Child Reminder Devices In 1993, Child Check-Mate System, Inc. was developed by a school bus operator in Ottawa, Canada, after an extremely adept and reliable school bus driver forgot to conduct a post-trip inspection and left a sleeping child on a vehicle. The System was designed to be simple to install, simple to operate, and exceptionally effective at reducing the incidences of unattended children. In 1997, the System was adopted by Laidlaw School Bus, a fleet of approximately 38,000 vehicles. In the years that followed the System was adopted by many of the largest, most technologically-advanced fleets. The effectiveness of the System is especially evident in the resulting legislation in many states, provinces, cities and counties requiring that pupil transportation vehicles be equipped with these Systems. In 2007, Child Check-Mate System, Inc. was engaged by First Group America, the largest provider of school transportation services in the world. First Group requested that Child Check-Mate System, Inc. .develop a system which would detect unauthorized entry when vehicles were out of service (i.e. parked). Child Check-Mate System, Inc. developed the Theft-Mate and Double-Check Systems. These Systems passively monitor vehicles after hours for remaining passengers or unauthorized entry. Current Position in the Student Transportation Industry Child Check-Mate Systems® are now on over 300,000 vehicles World Wide and are available on new vehicles through every major Original Equipment Manufacturer (i.e. IC Corp., Thomas Build Bus, Collins, Girardin, etc.). Our advanced Theft-Mate and Double-Check Systems are equipped on nearly 100,000 vehicles. In North America, the top 20 private school bus contractors manage 109,000 vehicles. Child Check-Mate System® has been installed on vehicles for at least 75% of those operators, whose fleets comprise of 101,000 vehicles. Advanced Technical Capabilities Over the past several years, we have also engaged Third-Party GPS service providers to integrate Child Check-Mate System® with customers' existing systems in order to deliver an enhanced experience. Our systems are able to: Deliver voice prompts (available in any language) to facilitate training and daily operation; Passively monitor the vehicle after-hours, in the event a passenger has been missed or unauthorized personnel enter the vehicle; and Connect to existing GPS, and video monitoring hardware (subject to Third-Party collaboration) to activate video recording, and deliver real-time reports and alerts to managers. System Comparisons System Descriptions EP1plus System Provides electronic Child Check reminders; Capable of adjusting some software programs & features. EP2/EP2plus Basic System Provides electronic Child Check reminders; Capable of expanding to accommodate Voice (including audible instructions); and is Capable of expanding to accommodate Theft-Mate; Programmable to accommodate Third-Party GPS integration; and is Capable of a broad array of software programs and features. EP2/EP2plus Voice System Provides electronic Child Check reminders; Provides Voice features (including audible instructions); and is Capable of expanding to accommodate Theft-Mate; Programmable to accommodate GPS Third-Party integration; and is Capable of a broad array of software programs & features. EP2/EP2plus Voice & Theft-Mate System® Provides electronic Child Check reminders; Provides Voice features (including audible instructions); Provides Theft-Mate features; Programmable to accommodate GPS integration; and is Capable of a broad array of software programs & features. Optional Wire Harness Upgrades Optional upgrade Wiring Harnesses are available for all Systems. The upgraded Harnesses include additional components and wires which allow the EP1plus and EP2/EP2plus to interface with many of the vehicles interior lights. The EP1plus Upgrade Dome Light Harness is added to standard EP1plus wiring (the 6-Pin Wire Harness); The EP2/EP2plus Upgraded Dome Light Harness replaces the 5-Pin and 6-Pin Harnesses with an OEM Wire Harness with a loomed/wrapped wiring and additional Dome Light interface components included. The EPplus series products have an optional 3-Pin Wire Harness for connection to an LED indicator light, monitor the vehicle's door(s) and ignition 'accessory' position. System Outputs Introduction Child Check-Mate System, Inc. can connect to your existing Third-Party GPS system. We are able to provide real-time, actionable alerts on critical Child Check-Mate System® events, by delivering a text message when an alarm has been triggered, managers are able to respond to incidents quickly and effectively. By pairing our Double-Check with Theft-Mate Functions to your existing GPS system, we can alert you if we detect that a child may have been left on a vehicle, or if an unauthorized individual enters the vehicle. As an added feature, we can also trigger your existing surveillance system to record those events. About Child Check-Mate System® Outputs The EP2/EP2plus System is capable of connecting to other systems (i.e. GPS systems, Video Recording systems) by using our Input/Output (Digital I/O) ports. In order to access this functionality, the Child Check-Mate System® software must be reprogrammed to function according to your specifications. Child Check-Mate System, Inc. has worked with several GPS and Video Camera/Recording partners to develop this integration. We are pleased to work with your existing or future parts manufacturer/service provider to deliver this integration. Child Check-Mate System, Inc. cannot warranty any Third-Party suppliers' parts or services. We recommend that you confirm your Third-Party's capacity to work with Child Check-Mate System's® Digital I/Os, and request assurances and/or evidence of existing integration, where possible. Cost & Lead Times Child Check-Mate System, Inc. does not charge any ongoing fees for this capacity. Non-Recurring Engineering (NRE) fees and reprogramming fees may apply to product orders. Software changes requiring NRE may require additional lead time to complete research and development efforts. Most changes can be completed within 14 days. Child Check-Mate System, Inc. is capable of reprogramming up to 300 Systems per day. Reprogramming efforts are not likely to delay your order for more than 2 business days. Important: this does not include the reprogramming of Systems requiring French, Spanish, Arabic or Urdu languages. Existing Outputs EP2/EP2plus Digital I/O Connections The EP2/EP2plus System currently supports 3 Digital I/O ports: Black Stripe Wire (GPS Wire #1): Supports a +12/24V high Output signal. Brown Stripe Wire (GPS Wire #2): Supports a +12/24V high Output signal. Orange Wire (GPS Wire #3): Supports either an auxiliary Input signal or active ground Output signal. Common Output Scenarios Here is a list of current Output scenarios for Child Check-Mate System®. Tamper Proof This is typically used with GPS providers' reporting/text-message alerts to identify employees who may disconnect the System. Child Check Function Activation/Deactivation This is typically used to identify the period from Child Check Function activation to Child Check Function deactivation. Child Check-Mate System® becomes active (i.e. Eight-Way Overhead Lights activated) until the System is deactivated (i.e. Deactivation Button depressed to indicate completed end-of-route search). Theft-Mate & Double-Check Alarm Event After the driver has left the vehicle, Child Check-Mate System's® unique Double-Check mode is activated for the first programmable interval (usually 30 minutes). After this period, Child Check-Mate System's® Theft-Mate becomes active, monitoring the vehicle for unauthorized entry. If the System detects movement during either of these periods, Child Check-Mate System® can send a signal indicating a Double-Check / Theft-Mate alarm event. This is typically used to send SMS/email alerts to administrators who can respond immediately. Our customers have also used this to activate camera/video recording systems to trigger event recordings. Important: It is important to check with your GPS provider to ensure that your provider can support this capacity.
