It's already April and we are excited for spring weather, longer days, and all of the exciting events and networking opportunities coming up for FABA Members in April and May. Those of you who have been around for a while, know April = Membership Drive. Our FABAOPOLY teams are off to a great start spreading the word about FABA and the benefits of being a member. Only half of the teams landed in jail this week, which means that four teams successfully recruited at least one new member and were able to build a house on their property. As the competition heats up, we expect to see more houses around the FABAOPOLY board. To help with the recruiting efforts, we have two (yes, thats TWO) free Hard Hats this month. April 12th we will be at Splitsville and on April 26th we are at Park Lane Tavern from 5-7 pm. Parade of Homes 2018 has been officially kicked-off. Builders and remodelers received the Early Bird application which saves them $500 off the entry fees for both houses and renovation/remodel projects. Don't wait to enter, the Early Bird pricing ends on May 1, 2018 (no exceptions). The May Hard Hat is May 17th and will be held at the Germanna FredCAT Center. FABA members and friends will get their first glimpse of the future of our workforce program at this innovative learning center. Looking forward to May, our FABA Golf Tournament & Awards Dinner is scheduled for Monday, May 21st at the gorgeous and exclusive Fawn Lake Golf & Country Club. Foursomes are limited on this course and they are going fast. The golf committee is working on great prizes to go with the great food and beautiful course.

Nominations Open for National Associate Chair
It's never too early to think about your taxes for NEXT year. One aspect of the recently revised tax code is the 20% deduction available to “pass-through” businesses, such as LLPs, LLCs and S-corps. It is a centerpiece of the new law, one that most small business owners have heard about. But what does it mean for you and your business? NAHB has created a Tax Reform Toolkit to help members better understand key provisions in the tax law, including the treatment of pass-through income. Plan to Participate in Bringing Housing Home
Roughly 3.8 million people – or 2.5% of the U.S. employed civilian labor force – worked in residential construction in 2016, according to NAHB analysis of data from the most recent American Community Survey. These numbers include individuals identified as self-employed. NAHB analysis also estimates the distribution of home building jobs across states and congressional districts. These estimates highlight the importance of residential construction to voting constituents living in the district. They show that more than 8,800 residents work in home building in the average congressional district.
The Home Depot Foundation has announced a $50 million commitment to partner with HBI to train 20,000 new skilled workers over the next 10 years. The grant will significantly increase the number of workers trained through the HBI curriculum and help address the home building industry’s labor shortage. HBI, which is NAHB’s education arm, trains separating military members, high school students and at-risk youth for careers in the skilled trades.
This year, NAHB will conduct Bringing Housing Home™ featuring in-district meetings with members of Congress to discuss critical issues affecting the home building industry. Bringing Housing Home™ is scheduled for April 30 to May 5, 2018. Getting accurate valuations on high-performance homes can be a challenge. The sustainability and efficiency built into the building envelope and measures taken to improve indoor air quality, water efficiency and HVACR system performance are often not visible to the untrained eye. Fortunately, there are steps builders can take to protect their investment and realize the full market potential of the homes they build. Some builders add a contract clause that requires the lender to hire an Accredited Green Appraiser with expertise in high-performance buildings. Accredited Green Appraisers can be found through the Appraisal Institute Green Registry or EarthAdvantage. It is also important to make sure the Accredited Green Appraiser is using the Appraisal Institute’s Residential Green and Energy Efficient Addendum. This addendum to Fannie Mae Form 1004 is a reporting method that highlights the high-performance aspects of a home. The institute also has a Commercial Green and Energy Efficient Addendum for multifamily properties. Single-family builders certifying their homes through the National Green Building Standard Certification Program receive a pre-populated version of the addendum with each certificate, as well as a guide on completing and distributing the addendum.
Accurate Appraisals for High-Performance Homes
A Virginia development firm’s regulatory nightmare is an excellent example of how costly and frustrating federal rules can be. Valerie Wilkinson, vice president and chief financial officer of the ESG Companies in Virginia Beach, Va., recently told lawmakers on the House Subcommittee on Interior, Energy and the Environment how her firm has been denied a Section 404 Clean Water Act permit to develop its property for close to 30 years. Wilkinson explained that over the course of decades the company repeatedly went through proper channels and put forth state-approved plans that would result in zero net loss of wetlands. But an ongoing regulatory quagmire has prevented her firm from developing a multi-use community to meet local housing needs on land her company purchased in the mid-1980s. “Throughout every step of the process, the rules have changed and new requirements have been added," Wilkinson said. "After 30 years, we’ve spent more than $4.5 million and are still not close to obtaining the required federal Clean Water Act 404 permit." Throughout the ordeal, the firm has hired specialists with extensive expertise in environmental geology and wetlands hydrology, scores of environmental consultants to conduct wetland functional assessments, and consultants suggested by the U.S. Army Corps of Engineers.
The Environmental Protection Agency has provided needed clarification to information it previously posted regarding emergency renovations under the lead paint Renovation, Repair, and Painting (RRP) Rule. After hurricanes devastated parts of Texas, Florida and Puerto Rico last fall, NAHB met with EPA to discuss uncertainties that remodelers faced regarding how the agency planned to implement the RRP Rule’s emergency repair provisions. To address NAHB’s concerns, the agency has added two new entries to the lead paint FAQ: Application of Recordkeeping for emergency renovation. Whole house gut rehabilitation project clarification. FAB Foundation is moving forward with Workforce Development initiatives. Over the past several weeks, the FAB Foundation Board visited Spotsylvania County Public Schools Career and Tech Center, the Germanna FredCAT Center, and this week, they are visiting the Stafford BOOTS Program. The focus for the FAB Foundation will be to bridge the gap between students and our company members who can provide internships, job shadowing, work experience, apprenticeships, and on-the-job training. FAB Foundation is a 501(c) 3 charitable organization and all contributions are tax deductible.

On Tuesday, March 20, the Stafford County Board of Supervisors voted to replace the cluster zoning ordinance with a new one. The new ordinance designates smaller geographical area of the county where homes may be developed in clusters. While this poses a significant challenge to our ability to build affordable houses, our industry is resilient and we will continue to find innovative ways to provide homes to people that need them. FABA President, Gene Brown, Atlatnic Builders, said, "I am proud of not only the effort but also the professional and collaborative approach we took on this, no regrets. FABA did not support any of the efforts to undermine the process with inflammatory mailers, newspaper or radio ads. We still were able to rally hundreds of people in support of something most did not fully understand because they knew it was important. We will continue to move forward and advocate in a professional manner for our industry and region. We have absolutely learned that we must strengthen our relationships in all the jurisdictions we represent and will be making an effort at this in the coming weeks and months." Don't forget, FABA attends all of the bi-monthly/quarterly county meetings with the community development officials of each of our service area counties. These meetings are always posted on the FABA website calendar, and we include them in our newsletter each month because they are open for anyone to attend. This is a great opportunity for builders and service professionals doing work in a specific county to get to know the county officials and become familiar with any county specific rules and regulations associated with building and building permits.

Steigleder Scholarship Last Call for Applications
Did you know that this year, FABA will award $13,700 in college scholarships to local Fredericksburg area students attending the University of Richmond? Last year, two local high school graduates each received over $6,600 toward their first year at University of Richmond. This scholarship was created in 1998 to serve the higher education needs of young people from the Fredericksburg area. Scholarship applications are screened each spring by the FAB Foundation, and awards are made based on demonstrated academic and extra-curricular ability, involvement and potential. Recipients are not limited to a particular field of study and students attending University of Richmond may apply for the scholarship every year they attend the University. Applications to apply for the Steigleder Family Scholarship have been sent to local High Schools for students to apply who have been accepted to the University of Richmond. If you know of a student planning to attend University of Richmond in the fall of 2018, or a current U of R student who may be a candidate for this scholarship, please have them contact their guidance counselor or the FABA office for an application. Students are not required to have any association or affiliation to the Fredericksburg Area Builders Association. Applications are due this FRIDAY, April 13, 2018.
