Australian Institute of International Affairs Year in Review 2015—2016
We are pleased to report that 2015-16 was a year of growth, achievement and increased engagement for the Australian Institute of International Affairs. Thousands of Australians attended state and national AIIA events around the country to learn more about contemporary global and regional developments and the Australian Outlook blog reached more than ever, helping to attract more than 29,000 readers per month to the AIIA website. The 2015 AIIA National Conference was the largest yet and throughout the year we were pleased to co-host a number of high-level international dialogues, including the Indonesia-Australia Dialogue. We're pleased to say that this work will continue with the AIIA selected to help lead organisation of the new EU-Australia Leadership Forum until 2019. Our ongoing achievements were recognised in 2015-16 with the Institute voted the top think tank in Southeast Asia and the Pacific for the second year running in the University of Pennsylvania’s Global Go To Think Tank Index. In other achievements, a special congratulations to AIIA for Western Australia, and to AIIA Victoria, on 70 years and 90 years respectively of promoting understanding of international issues. All of this is credit to the indispensable work of the AIIA's seven branches and their engagement with the Australian community on world issues. In that context, a special thank you to former AIIA National President John McCarthy AO FAIIA, who stepped down in October 2015 after 5 years leading the organisation during a time of impressive dynamism and growth. We must also acknowledge the extraordinary contribution of National Vice-President Zara Kimpton OAM during her time as Acting President over 2015-16. Finally, thanks to all our members, donors, and friends of the AIIA, as well as the Department of Foreign Affairs and Trade, for their commitment and generous support. In 2015-16, the Australian Institute of International Affairs (AIIA) successfully continued in its influential role as Australia's premier international relations institute dedicated in its mission to: serve as a platform for debate and discussion on international affairs; provide educational opportunities; disseminate ideas through its various publications; and deepen and diversify cooperation with sister institutes both at home and abroad. The AIIA achieved this by hosting more than 200 events over the year; by supporting a range of new and ongoing publications and research projects; and by working with governments and other groups to enhance analysis and discussion of international affairs at all levels. In recognition of its achievements, the AIIA was voted the leading think tank in Southeast Asia in the 2015 Global Go To Think Tank Index for the second year running.

Overview During 2015-16, the AIIA held more than 200 events around Australia. Seven AIIA state and territory offices arranged lectures, roundtables and other special events in keeping with the organisation's mission to promote interest in and understanding of international issues. Over the year, thousands of AIIA members, as well as members of the public, took part in these events. A small selection is outlined here. Highlights from the AIIA 2015 National Conference.
AIIA 2015 National Conference - Australian Foreign Policy: Regional or Global? The 2015 National Conference, 'Australian Foreign Policy: Regional or Global?' was the AIIA's most successful yet attracting more than 350 attendees to hear a selection of foreign policy experts and practitioners. In particular, the Minister for Foreign Affairs the Hon Julie Bishop MP and her opposition counterpart the Hon Tanya Plibersek MP drew strong media interest. On the eve of the conference, the popular annual AIIA masterclasses offered students and young international affairs professionals the opportunity to engage and learn from leaders in the field.

Australian Diplomacy Symposium Jointly organised by the AIIA with the Australian National University and Bond University and hosted by the Department of Foreign Affairs and Trade, this symposium brought together practitioners and experts to share ideas, critique recent developments in Australian diplomacy and consider the challenges and opportunities ahead.
Forum on Ministers for Foreign Affairs In May 2016, the AIIA hosted its third forum on Ministers for Foreign Affairs, this time focused on the years 1972-83. A series of panels discussed Australia’s relations with China and Japan, relations with the US and Indonesia, engagement with the Third World, and diplomacy during the Whitlam/Fraser era.

Windows to the World - Embassy and High Commission Open Day Program The AIIA helped stage the massive third annual Windows to the World open embassy and high commission program over October and November 2015. Held in cooperation with the ACT Government, more than 39,000 people visited 50 embassies and high commissions to take advantage of the opportunity to have a closer look at what goes on in the national capital's diplomatic community. The AIIA assisted in promotion, online bookings and in coordinating event volunteers.

In April 2016, the AIIA joined with the China Institute of International Studies and the Cambodian Institute for Cooperation and Peace in co-hosting an international conference on Indo-Pacific maritime issues. More than 60 participants from China, the United States, Australia, Russia, Japan, India and other countries in the region attended to discuss existing cooperation mechanisms in the Indo-Pacific, maritime economic cooperation and non-traditional security cooperation.

In June 2016, a consortium including the AIIA won the tender for the EU-Australia Leadership Forum, a three-year project funded by the European Commission. The Forum is aimed at deepening and diversifying the EU-Australia relationship. The AIIA is partnering with the German-Australian Chamber of Industry and Commerce and other inMWH Global for the successful planning and implementation of this high-profile project.
Australia-Indonesia Leaders' Program In November 2015 and May 2016, the AIIA organised diplomatic masterclasses as part of the Australia Indonesia Centre’s Australia-Indonesia Leadership Program. in Melbourne and Canberra respectively. Presentations by Bill Farmer AO, John McCarthy AO FAIIA, the Hon Penny Wensley AC FAIIA and Leith Doody received excellent feedback.
South China Sea Dialogue In February 2016, the ACT Branch together with AIIA National Office hosted a roundtable for a visiting delegation from the Chinese Ministry of Foreign Affairs led by Ouyang Yujing, Director-General of Department of Boundary and Ocean Affairs. The roundtable enabled a frank discussion of China’s South China Sea policy with experts from the ANU China Institute, Strategic and Defence Studies Centre, National Security College, Australian Defence Force Academy and the Australian Strategic Policy Institute.
Konrad-Adenauer-Stiftung Roundtable In February 2016 AIIA VIC hosted a roundtable for a visiting Konrad-Adenauer-Stiftung (KAS) delegation in Melbourne. The roundtable heard Dr Klaus Schüler, Federal Director of the Christian Democratic Union of Germany, speak on the subject of “Angela Merkel’s Leadership in Turbulent Times”.
The year 2015-16 has seen two important research endeavours come to fruition. The twelfth volume of Australia in World Affairs, published by Oxford University Press and covering the period 2011-2015, was edited by Professors Mark Beeson and Shahar Hameiri. This is the first volume to adopt a thematic approach to the subject matter, with chapters by leading Australian experts on issues such as the environment, foreign aid, gender, regionalism and non-traditional security. Key bilateral relationships retain an important place in the volume with a significant contribution by Hugh White on Australia’s relationships with the United States and China. The third edition of International Law in Australia was also ably brought together by Professor Donald Rothwell and Dr Emily Crawford, in preparation for publication in 2017. The publication support grant was in 2016 awarded to Professors Wesley Widmaier and Andrew O’Neill of Griffith University for their forthcoming title: Constructing Friendships, Constructing Crises: Australian Foreign Policy Development across Imperial, Hegemonic, and Regional Orders. The Committee looks forward to working with the authors as they work towards finalising their project.

The committee also offered for the first time an Early Career Research Impact Award. This was won by Dr Haroro Ingram, a Research Fellow with the Coral Bell School of Asia Pacific Affairs at ANU. The Award provides opportunity for a researcher to partner with the AIIA in its role as knowledge broker to disseminate the findings of their research. Dr Ingram’s research examines the role of propaganda in the strategies of extremist groups such as Islamic State and the Afghan Taliban and he has written on this for the AIIA blog, Australian Outlook. As I approach the conclusion of my term as Research Chair I would like to extend my sincere thanks to the members of the Research Committee who have contributed so much to the research success of the AIIA: Professors Nick Bisley, Sara Davies, Peter Edwards, Toni Erskine, Marcus Haward, Anthony Milner, Garry Rodan and Samina Yasmeen, and AIIA National Executive Director Melissa Conley Tyler. It has also been a pleasure working with the wonderful interns who do so much to keep communications flowing amongst AIIA members.

Australian Journal of International Affairs: Editor’s Report The past year has been another successful one for the Australian Journal of International Affairs. I am very pleased to report that the Journal's Impact Factor – the standard industry measure of research quality and impact – has increased significantly this year. It is now 0.639 which ranks the Journal 52nd out of 86 international relations journals globally. By this measure the Australian Journal of International Affairs ranks higher than Survival, Pacific Review and International Relations of the Asia Pacific. Downloads of articles continue to grow with 84,542 in 2015 being another all time high. The rate and quality of journal submissions continues to grow with a 55% increase in papers received in 2015. The winner of the 2015 Boyer Prize for the best original article published in the journal was Professor Renee Jeffrey from Griffith University for her article ‘The forgiveness dilemma: emotions and justice at the Khmer Rouge tribunal’, published in Volume 69, Issue 1, 2015. This year we welcomed a number of outstanding scholars to the Editorial Board; these are: Alan Alexandroff (University of Toronto), Aileen Baviera (University of the Philippines), Tsutomu Kikuchi (Aoyama Gakuin University), Cheng-Cwee Kuik (National University of Malaysia) and Ben Schreer (Macquarie University). The success of the journal rests in large degree on the support and dedication of our outstanding editorial board and to them I extend my thanks.

Australian Outlook
Australian Outlook is the AIIA’s national online showcase for high-quality analysis and comment on international issues. It provides an Australian perspective on world events to generate further understanding among Australians of global politics. Over 2015-16 the online views for the AIIA website and Australian Outlook averaged 27,000 per month and articles were widely distributed via social media on Facebook and Twitter, as well as via an email digest to subscribers on Friday morning. The growing popularity of the blog was due to the strength of the contributions. It was a credit to the standing of the AIIA and the blog, as well as the work of the Australian Outlook editors, that so many high-profile authors were happy to share their insights and opinions. In addition to publishing Australian Outlook, the AIIA continued to republish leading commentary and analysis from international partner institutions as part of Global Wire.
Youth engagement is a key part of AIIA’s mission. Youth outreach activities include schools programs, careers fairs, internships and bursaries. AIIA youth networks help inform and facilitate debate amongst a new generation of leaders. The AIIA also hosts more than 50 interns annually, from various backgrounds and disciplines and from across Australia and around the globe.

Young Diplomats Program In 2015 the AIIA continued its long-term partnership with James Cook University to run a diplomacy competition forYear 10 students from the Townsville region in North Queensland. Winners were given the opportunity to attend the AIIA National Conference.

Euan Crone Asian Awareness Scholarship 2015 The Euan Crone Asian Awareness Scholarship Scheme was initiated in 2013 with the goal of deepening young Australians’ awareness of countries in Asia and issues associated with the Asian region. In 2015, grants were made to the following young AIIA members: Mark Pennini (ACT) for research into the role of women in the legal profession in Mongolia; Luisa Cools (QLD) for research into differing approaches to international development in South Korea; Anton Lucanus (WA) for research on tropical health in Singapore; Marie-Alice McLean-Dreyfus (NSW) for a project on the politics of leadership in Taiwan.
AIIA for WA Bursaries The AIIA for Western Australia offers two bursaries annually to support students of WA universities to undertake educational activity in countries of Asia. In March 2016, after working through a record number of applications, the judging panel and the bursary committee announced that the two recipients of the 2016 AIIA WA Bursary to study in Asia were James Panarettos and Maija Ala-Kauhalouma. The winners each received $2,000 to put towards their educational endeavours.
Maija Ala-Kahalouma was completing a Masters in Development Studies at Murdoch University. She put the bursary towards attending the 7th University Scholars Leadership Symposium in Hanoi, Vietnam, in August. Maija wanted to apply the knowledge gained at the Symposium to her work with her local community in Subiaco.
James Panarettos was a student of economics at the University of Western Australia and was studying in Singapore as a New Colombo Plan Fellow. James planned to put the bursary towards travelling to Peking University in China to spend six months researching development economics, with a particular focus on poverty in China.
AIIA Queensland Asia-Pacific Scholarship 2015 In 2015, the AIIA Queensland Asia-Pacific Scholarship was awarded to Griffith University student Jordana Colvin as an acknowledgement of her volunteer work in youth empowerment and generation of interest in international affairs in her local community.
New AIIA Queensland Recognition In 2015, AIIA Queensland launched two new annual presentations to foster and reward excellence in international affairs. The AIIA Queensland Award is intended to recognise a Queensland resident who has made significant achievements in international affairs, while the AIIA Queensland Asia-Pacific Scholarship encourages Queensland university students to engage with the region through study abroad programs, internship placements or field work to enhance understanding of the Asia-Pacific and improve Australia's standing in the region.
AIIA Queensland Award 2015 The Queensland Award 2015 was awarded to Yassmin Abdel-Magied for her advocacy of women and young people's engagement in public affairs. Yassmin founded the organisation Youth Without Borders at 16 and in 2015 was a director on the board of Childfund Australia.

AIIA Victoria's 2015 International Careers Conference once again drew hundreds of young people interested in working in international affairs. The August event included speeches by Chief Executive of World Vision, Tim Costello AC FAIIA, and Laura Taylor of BHP Billiton and Larry Kamener of The Boston Consulting Group.
In Perth, there was a strong turnout at the AIIA for WA 2015 Careers without Borders event in October. Among the presenters was Parris Burtenshaw of the Australia Indonesia Business Council.
Young Professionals' Forums
The AIIA's young professionals' forums bring together young professionals engaged in international affairs from a variety of industries to network and share ideas in a professional and social environment. They act as a conduit for young people to access experts in government, business, not-for-profits and other international industry groups. In Victoria, the Mangold Trust provided over $19,000 with the purpose of helping younger members to go to events, study tours and participate more fully in AIIA VIC activities.

VALE Professor John Legge AO, an AIIA Victoria member since 1947 and Life Member since 1999, had a life-long involvement in the AIIA, culminating in his appointment as President in 1963 as well as the Fellowship award he received in 2012 'for his distinguished contribution to academia and public understanding of South-East Asia'. In addition to his branch commitments, John was very active at the national level, including as Chair of the Research Committee from 1973 – 1978. He was the author of the history of the AIIA published in 1999. In recognition of his services to the AIIA VIC, the Branch library was named in his honour. We are deeply saddened by Professor Legge's passing on 4 February 2016.

The AIIA was represented at forums such as the Global Think Tank Summit, Asian Think Tank Summit, ASEAN ANZ Dialogue and the G20's T20 Summit.
The AIIA national team, led by the dedicated and dynamic Melissa Conley Tyler, has had a very busy and productive year. With the Hon Kim Beazley AC FAIIA, former Australian politician and diplomat, now onboard as its new national president, the team is energised and actively pursuing new opportunities for the AIIA in the international community. Once again AIIA has been voted the top think tank in Southeast Asia and the Pacific in the 2016 Global Go To Think Tanks Index. This achievement for two years running demonstrates AIIA’s commitment and passion for the international agenda. For those of us who have seen the AIIA’s operating budget, this outcome is also testament to the team’s hard work and ability to get things done on a shoestring. The National Executive, CEO, AIIA staff, including the new National Operations Manager Rory MacNeil and Director of Communications Annabel McGilvray (and their 2015-16 predecessors Chris Farnham, Fleur Romano and Niree Creed), and all the wonderful interns and volunteers who give their time throughout the year do an amazing job with very little financial backing and must be congratulated. The AIIA National Conference in 2015 was the biggest and best yet, and 2016 is shaping up to exceed all expectations. In the last 12 months Melissa and her team have also picked up a number of strategic projects for key stakeholders which will further reinforce AIIA’s position as the top think tank in the region. This year the AIIA team have deliberately focused efforts on delivering high impact programs for key partners including the Department of Foreign Affairs and Trade, the Australian-Indonesia Centre, the Korea Foundation and most recently the European Commission for the EU-Australia Leadership Forum. These projects not only help position AIIA as a leading think tank, but also support the financing of the national office and ensure the long term financial viability of the organisation. In 2015-2016 the AIIA National Office was able to make a small surplus of $11,000, resulting from the success of these new projects. This will be re-invested into salaries and new initiatives and programs, including a new and improved AIIA website.

There is no doubt the AIIA is an important and influential think tank, but it will need the continued support of key bilateral organisations, government partners and its members to continue to operate and deliver its quality agenda. The AIIA team have the unique ability to conceptualise and execute high-profile conferences, dialogues, workshops and research programs. They are well-connected to thought-leaders, business, government and other like-minded organisations around the world. Together with their team of interns, the team have the ability to deliver one-of-a-kind internationally focused initiatives across Australia. If your organisation is planning a publication or activity with an international focus throughout 2017 and is seeking assistance, you should consider partnering with the AIIA to deliver your program. In addition to its high-profile conferences and events, the AIIA continues to generate much-needed income from the Institute’s publishing activities, grants, donations and bequests. Tax deductible donations and bequests are very important in funding the AIIA’s day-to-day operations. So please do consider this year how you might be able to make a contribution to support AIIA’s international agenda. Last year the National Executive made the difficult decision to sell Stephen House, AIIA’s home for many years. Due to issues with state approvals the sale has been delayed by more than 12 months, so contributions from friends and patrons of the AIIA are more important than ever before. One important patron is Zara Kimpton OAM, who has once again made a generous donation to the national office, in addition to sharing her time as the National Vice President. Thanks Zara! Special mention should also go to the AIIA State and Territory offices who continue to serve their memberships with an exceptionally high quality program of events and speakers. There can be no doubt that members are well served and receiving excellent value for money.
The AIIA acknowledges the support of the Commonwealth through the Department of Foreign Affairs and Trade's International Relations Grants Program, which has supported the AIIA for more than 40 years.
The AIIA received a four-star rating in Transparify’s 2015 report on the financial transparency of think tanks. It is one of only two think tanks in Australia and New Zealand rated as transparent.

The state offices remain very much focused on the aim of the AIIA – promoting Australia’s engagement with the world and building a greater knowledge of international affairs. Understanding these important issues will only become more important as the impact of major events like Brexit, the US election and the Middle Eastern refugee crisis are felt by the Australian people. The AIIA also wishes to acknowledge the generous support of the Commonwealth Government through the Department of Foreign Affairs and Trade’s International Relations Grant Program, which has supported the AIIA for more than 40 years. To conclude, the AIIA continues its important agenda for 2016-17 and your continued support is critical to its ongoing success.
