2018 Legislation Session Recap
Legislation day at the capital was a success! PHCC members joined forces with ABC, WECA, & RCC to learn about new bills affecting our industry and how our voice makes a difference! We heard from David Fogt who is Registrar of Contractors with the CSLB, Eric Rood who is the Acting Chief for the Division of Apprenticeship in the Department of Industrial Relations, Mark Riso who is the VP of Legislative Affairs for PHCC National, Ken Barnes with CA Citizens Against Lawsuit Abuse, and of course Richard Markuson who heads up the Pacific Advocacy Group.
Next, we visited with our congressmen and assemblymen to go over some specific legislation affecting our trades:
AB2509 - would authorize an employee to submit a written request to his or her employer to take an on-duty meal period in order to reduce the employee's work shift by not less than 30 minutes.
SB1211 - would allow a tax credit equal to 50% of wages paid to an apprentice or $2500, whichever is lesser, in the first year of a two-year term of a qualified apprenticeship program. This bill provides an incentive for employers to bring on new employees that can enroll in apprenticeship programs.
SB981 - removes the existing prohibition on the installation of a water treatment device before the expiration of the three-day cancellation period.
SB825 - revokes existing law (SB 785) that granted California's Dept of Corrections & Rehabilitation (CDCR) the authority to use the design-build procurement process for specified public works unless CDCR executes a 10-year PLA (called a Community Workforce Agreement) with the State Building and Construction Traces Council (SBCTC) and grants the SBCTC a monopoly sole-source contract to provide curriculum to the State.
AB2069 - undermines an employer's ability to provide a safe and drug-free workplace by creating a new protected classification of employees who use marijuana for medical purposes.
AB2725 - would add instruction in the construction of housing to existing requirements that participants in the CA Conservation Corps be engaged in projects that accomplish useful and needed public works projects in urban and rural areas.
